It can only change if, once started, a different problem from the one described appears — and in that case he stops, explains it to you and decides with you before continuing.
Why does a written quote protect you?
A price given verbally gets forgotten, disputed and "rounded up". A written quote, on the other hand, is a verifiable commitment: you know what's included, what isn't and what you'll pay, and you have a document to refer back to if something doesn't add up.
